Penrose is a census-designated place and post office in eastern Fremont County, governed by the county rather than a town government, with a 2020 population of 3,685 and 1,604 housing units at 5,309 feet. It sits on US 50 between Pueblo, 30 miles to the southeast, and Cañon City, 12 miles to the west, at the junction where CO 115 turns north toward Colorado Springs. The community was named for Spencer Penrose, the Colorado Springs mining and hotel magnate, and its early settlement followed gold discoveries and homestead farming; a school operated here from 1868 to 1912. Its best-known employer is the Estes Industries model rocket factory, which gives Penrose its nickname as the model rocket capital of the world. Residents commute in every direction: to Colorado Springs up CO 115, to the state and federal prisons around Cañon City and Florence, and to Pueblo.

The housing is mostly acreage. Ranch homes, split-levels, and manufactured homes on lots of an acre or more, much of it built from the 1970s through the 2000s, with irrigated pasture and outbuildings. Stucco is common on the site-built stock, both cement over block and frame from the 1970s and 80s and one-coat over foam on the newer homes.

Inside the limits of Cañon City and Florence, those cities’ own building departments take over. None of this is connected to the Pueblo authorities, which split on January 1, 2026 into the Southern Colorado Building Department and the Pueblo County Building Division.
